Overview
The October 2025 release of the Queensland Energy Roadmap has highlighted the importance of Powerlink delivering vital reinforcement of the electricity transmission network in Central Queensland.
The Gladstone PTI comprises proposed transmission works required to ensure ongoing reliability and security of supply and:
- meet the forecast electrical load in anticipation of Gladstone Power Station’s closure
- support the decarbonisation of major industries
- compensate for loss of essential system services, such as inertia, system strength and voltage control capability, following the closure of Gladstone Power Station.
The PTI framework is a process to assess credible investment options to meet an identified need. In the Final Assessment Report, Powerlink has made a recommendation to the Queensland Government to progress.
Powerlink’s continued development of the Gladstone Project is targeting the following delivery timeframes:
- Calvale to Calliope River transmission line by March 2029.
- Gladstone West Substation by mid-2029.
- Bouldercombe to Larcom Creek transmission line by mid-2030.
We continue to work closely with the Queensland Government and the AER as Suitably Qualified Persons under the Priority Transmission Investment process to progress activities.
In addition to transmission reinforcements being undertaken through the PTI process, Powerlink also needs to install synchronous condensers in Central Queensland for system strength purposes.
The synchronous condensers and the Calvale to Calliope River Transmission Line Reinforcement Project are the two most critical projects to be completed in advance of the potential closure of the Gladstone Power Station (GPS).
Stage of assessment
-
Timeline item 1 - incomplete
Step 5: Declaration of the Gladstone Project
We continue to move through the steps of the Priority Transmission Investment process and progress critical path activities working towards the anticipated declaration from the Responsible Ministers (the Treasurer).
-
Timeline item 2 - active
Step 4: Assessment reviewed by Queensland Government
We continue to work closely with the Queensland Government and the Australian Energy Regulator under the Priority Transmission Investment process to progress activities.
-
Timeline item 3 - complete
Step 3: Powerlink’s assessment complete
In June 2025, Powerlink published and submitted the Final Assessment Report to the Queensland Government. The report assesses options to meet the identified need and recommends a preferred option. A summary of non-confidential submissions is available in the Final Assessment Report.
-
Timeline item 4 - complete
Step 2: Draft assessment report consultation
In April 2025, Powerlink released the Draft Assessment Report for public consultation and invited submissions.
-
Timeline item 5 - complete
Step 1: Submission consultation
In July 2024, Powerlink released a Consultation Paper (Draft Submission) on the Gladstone Project. The paper proposed an identified need for the investment and Powerlink’s suggested approach to assessing options.
A summary of non-confidential submissions is available in the Draft Assessment Report.
PTI Expert Panel
PTI Expert Panel
A PTI Expert Panel has been convened to advise Powerlink and challenge assumptions in recommendations and advice. The panel operates independently and will use its technical and regulatory expertise in the energy sector to reflect the long-term interests of customers.

Webinar
We hosted a webinar on 28 April for those interested in the Gladstone PTI consultation and to support stakeholders in preparing submissions.
You can access the key resources from the session:
Submissions
General submissions
Powerlink invited submissions from all interested parties including market participants, energy market bodies, potential non-network providers and customer representatives, on the preferred option presented and the matters addressed in the draft report.
During the consultation on the Draft Assessment Report, Powerlink received 11 general submissions of which three were non-confidential.
For the earlier consultation on the Draft Submission Paper, 7 general submissions were received of which three were non-confidential.
Submissions can be accessed in the document library on this page.
Non-Network Solution Providers
Powerlink invited proposals from potential non-network solution providers to address the voltage control component of the third element of the identified need, in part or in full, within the required timeframe.
Full details are available in the Draft and Final Assessment Reports.
