Overview
The Gladstone PTI comprises proposed transmission works required to ensure ongoing reliability and security of supply and:
- meet the forecast electrical load in anticipation of Gladstone Power Station’s closure
- support the decarbonisation of major industries
- compensate for loss of essential system services, such as inertia, system strength and voltage control capability, following the closure of Gladstone Power Station.
The PTI framework is a process to assess credible investment options to meet an identified need.
In the Final Assessment Report, Powerlink has made a recommendation to the Queensland Government for implementation.
The recommended scope Option 1( c ) primarily involves:- constructing a new double circuit transmission line between Calvale and Calliope River substations, switched through a new substation located at Gladstone West;
- establishing a 3rd 275/132kV transformer at Calliope River Substation;
- constructing a new 275kV high-capacity double circuit transmission line between Bouldercombe and Larcom Creek substations switched through a new Gladstone West Substation; and
- investment in assets to compensate for the loss of essential system services in the Gladstone area when Gladstone Power Station closes, including a mixture of network and non-network components.

Step 3: final assessment report
In June 2025, Powerlink published and submitted the Final Assessment Report to the Queensland Government. The report assesses options to meet the identified need and recommends a preferred option. A summary of non-confidential submissions is available in the Final Assessment Report.

Step 2: draft assessment report consultation
In April 2025, Powerlink released the Draft Assessment Report for public consultation and invited submissions.

Step 1: submission consultation
In July 2024, Powerlink released a Consultation Paper (Draft Submission) on the Gladstone Project. The paper proposed an identified need for the investment and Powerlink’s suggested approach to assessing options.

PTI Expert Panel
PTI Expert Panel
A PTI Expert Panel has been convened to advise Powerlink and challenge assumptions in recommendations and advice. The panel operates independently and will use its technical and regulatory expertise in the energy sector to reflect the long-term interests of customers.

- engaged with the Queensland Energy System Advisory Board (QESAB) and other stakeholders
- summarised non-confidential submissions received and Powerlink’s responses in the Final Assessment Report
- published non-confidential submissions.

Submissions
General submissions
Powerlink invited submissions from all interested parties including market participants, energy market bodies, potential non-network providers and customer representatives, on the preferred option presented and the matters addressed in the draft report.
During the consultation on the Draft Assessment Report, Powerlink received 11 general submissions of which three were non-confidential.
For the earlier consultation on the Draft Submission Paper, 7 general submissions were received of which three were non-confidential.

Non-Network Solution Providers
Powerlink invited proposals from potential non-network solution providers to address the voltage control component of the third element of the identified need, in part or in full, within the required timeframe.
