The Banana Range Wind Farm (BRWF) Connection project involves:
- constructing a new, 275kV transmission line from the BRWF site at the northern foothills of the Banana Range (about 20km west of Biloela), to Powerlink’s existing Calvale Substation, near Callide Power Station
- building a new substation at the BRWF site
- expansion works around the existing Calvale Substation.
The Banana Range Wind Farm is a renewable energy development planned by EDF Renewables Australia.

Environment and Planning Approvals
Powerlink is progressing the project’s formal environment and planning approvals process. The BRWF Connection Project requires both Federal and Queensland Government approvals which are being progressed concurrently.
Ministerial Infrastructure Designation process
Powerlink is seeking planning approval from the Queensland Government, under the Ministerial Infrastructure Designation (MID) process.
The Project’s MID Proposal Report was lodged with the Department of State Development, Infrastructure and Planning (DSDIP) in October 2025.
DSDIP has started the consultation period on the project’s MID Proposal Report (MID-1025-0972). This consultation is initiated and managed by DSDIP and is supported by Powerlink engagement activities, which are now underway.
Public consultation on the project’s MID Proposal Report ends at 5pm on Friday 16 January 2026.

Federal environmental approval update
On 30 September 2025, Powerlink referred the project to the Department of Climate Change, Energy, the Environment and Water (DCCEEW) for assessment under the Environment Protection and Biodiversity Conservation Act 1999 (the EPBC Act).
A public comment period was open for 10-business days from 8 October to 22 October 2025 via the via the DCCEW EPBC Public Portal. On 4 November 2025, DCCEEW provided notification of the referral decision and determined the project is not a ‘controlled action’.
The decision notice can be viewed on the Referral summary - EPBC Act Public Portal.
Further information is provided in our August 2025 project newsletter, available under ‘Resources’ on the right of this page. Please contact us if you require any assistance accessing the newsletter or other materials.

Previous consultation
Between June and November 2022, Powerlink engaged with landholders, Traditional Owner groups, the community and other stakeholders to identify the most suitable corridor for the transmission infrastructure. We would like to thank everyone who shared insights with us during this time.
- June 2022 - Powerlink contacted landholders within a wide Study Area, to introduce our team and the project. Community drop-in information sessions were held in July, providing opportunity for community members to meet with the project team, provide feedback on the Study Area, and ask questions.
- August 2022 - the early engagement informed the development of three corridor options within the Study Area. Landholders in each corridor were contacted and community information drop-in sessions were held to seek feedback on the corridor options.
- November 2022 - the Draft Corridor Selection Report was released, formally recommending a corridor. Further community drop-in information sessions were also held.
- April 2023 - the Final Corridor Selection Report was released, confirming the final corridor to be taken forward to further planning and approvals.
Biosecurity
We understand that biosecurity is a priority for the Banana Shire community. We take biosecurity seriously and have processes in place to avoid spreading weeds, pathogens and diseases between properties or introducing new biosecurity material from outside the local bioregion.
You can find out more about Powerlink’s systems and processes for managing biosecurity risk, including avoiding the spread of weeds, on this web page, under ‘Resources’.
